Bulleogi for server side

Adds an item in Minecraft that allows you to place blocks that exist only as blocks. Adds items for blocks that normally don't have them, including:

• Frosted Ice
• Bubble Columns and Water (Up/Down)
• Air
• Nether Portal
• End Portal
• End Gateway

You can obtain items using:

• Frosted Ice
• Bubble Columns and Water (Up/Down)
