WGAccess

WGAccess is a WorldGuard add-on that lets server administrators grant access to specific actions in individual regions through permissions—without adding players as region members.

Give players permission to open containers, use blocks, interact with entities, enter protected areas, place vehicles, or break and place only selected block types.
